Getting rid of date format?

I want to make some cells show "2-4" and things like that. However, as soon
as I type it, it changes to "2-Feb." How do I stop this "forced
formatting"? I have tried clearing formatting, changing formatting to
General, but it does this anyway.

some solutions:
1. prior to entering values into the cells format them as 'Text'
2. Enter your data with a preceding apostrophe '
