I want to install a legal copy of XP on a machine that already has an
installation of XP. The client can't install any patches but doesn't want
to spend the time/money to reload all the apps again. Can I install 'over
the top' and not have to reinstall the oodles of programs and settings?

If you are trying to install Service Pack 1a and getting the
following:

The Product Key Used to Install Windows Is Invalid

You need to purchase and use a _legitimate_ full retail copy of
WinXP Pro to perform a repair (a.k.a. in-place upgrade) installation,
using the new CD and Product Key.
