Getting icons to stay hidden in the tray

I have tried to adust the settings in my tray so that only a few icons are
visible.Yet the settings do not seem to make icons invisible or hold. I have
XP home with sp1 installed. Any help would be appreciated

Right click the task bar, click properties,
Click hide inactive icons, click customize,
Double click each item and select Always show, always hide,
or hide when inactive.

example. When loaded, Icon appears and remains as long as it is loaded ...
and ... setting is "always hide." Pretty sad, since this is a Microsoft
Product. You would think it would work

Usually, if you reboot after the selections, it works.
But not always.

What happens if you switch the display state from "Always hide" to
"Always show", exit the config, reenter the config, and switch back to
"Always hide" (and then exit and reload the application)?
