Computer stores don't sell IE or any other web browser on disk. They
say you can download them from the web. But to do that, you need a
functioning web browser, which is just what I don't have! This is
what Joseph Heller called Catch-22. Where can I get IE (5.5 or some
later version, I don't care) on a CD-ROM?

Computer magazines often have companion CD-ROMs. These often include
the IE setup file.
Maybe you could go to some cybercafe and download "Off By One Web
Browser". Or ask a friend to do it for you. The setup file of "Off By
One Web Browser" is only 951kb and can fit on a floppy.
Here is a description:

browser with full HTML 3.2 support. It is a completely self-contained,
stand-alone 1.1MB application with no dependencies on any other browser
