Get read receipt if not requested?

Someone in my office sent an email to someone who frequently says they
"didn't get the message". Is there a way to check the status of an email
(received, read, etc) if there wasn't a read receipt requested to begin with?

Or, is there a way to request a read receipt for one individual in a
recipient group, rather than for the whole group? (there's hundreds of
people in the group and he only wants the read receipt for the one person).

Generally speaking, no you can't check status unless you asked for receipts.
If its on exchange server the admin can check message tracking to see if it
was delivered. The recipient also needs to check their spam filter.

No, RRs are an all or nothing deal... and they can be defeated if the
recipient really wants to.
 
You can retroactively check an item where you didn't ask for receipts. Also,
receipts are an item level thing not a recipient level thing so all the
recipients get the receipt request

Talk to the mail admin to see if they retain logs to see when a mail
item got received and when it got delivered.
