Get message "Task manager disabled by admin."

when i press ctrl+alt+del i get the error message "Task
Manager has been disabled by your administrator". This is
troubling, since only i have access to this machine. does
anyone know how to reenable it? running win xp pro
(without sp1) if that matters.any help would be
appreciated
