Get and Use Time Zone

I need to record an absolute date/time, regardless of
where my app is used in the world.

How can I access the local time zone of the computer upon
which the app is running and convert all dates and times
to GMT?
 
Go to groups.google.com, click advanced groups search, and copy/paste
the following entire value into the Message ID field:

<pe%[email protected]>#1/1
