You can attach absolutely anything to an e-mail message. Whether the
sender's or the receiver's ISP will allow such a large attachment
through their mail servers is a question to ask the ISPs.
Another potential issue that he should be aware of is that some E-mail
software restricts attchments with particular extensions as a security risk.
That shouldn't be an issue with a video file, however.
There is also the issue that it's a very inefficient method of sending large
files; the attachment will be typically twice the size of the file. Uploading
to some kind of online storage is better.
