General error executing .exe files

Hello,
on my 2000 server, when I try to execute every .exe file,
I get the error message "Cannot find the
file "c:\namefile.exe" (or one of its components). Make
sure the path and filename are correct and that all
required libraries are available".
Plus, every item in the Control panel are "Access denied".
Anyway, all services are running!

I don't know what to do... this is a primary domain
controller, and it would be a real drama if I should
format it!!!

Any help would be appreciated...

My first guess is that you are running a VB program and
there is no VBRUN on the server. (although this has
happened with other things also)
 
Well.. I don't know if any VB program is running on the
server, but, if so, which is your advise, how could make
that VB prog run with no interferences on the whole
system? Or, better, how to eliminate it?
