Garbage folder name?

I'm using Windows 2000. I noticed some folders in my root
c: directory with garbage names like "5ad6f4e4c12510d9d55"
and "956052625d201b19e85cf74e0". Each folder has the same
6 sub
folders: "download", "ip", "is", "lang", "new", "tsclient"
and "update", along with a bunch of dll and other files.
I'd like to remove these folders to save some space on my
hard drive. But since these folders look like they
contain some type of system info, I'm afraid of deleting
them. Any advice will be greatly appreciated.

I had those too after a reinstall of OS or updates -
not quite sure which. I moved them all to another
folder - just called it Junk - and after a few weeks
dumped them.
