garbage characters in license agreement

I run Microsoft Outlook 2002 (part of Office XP Pan
Chinese edition) under XP Home edition (english).

When I opened Microsoft Outlook 2002, Office XP end user
license agreement dialog popped up. However, the license
agreement all contained garbage characters. Why ? How
can I resolve this ?
