charting capability?

No, it has no charting caperbilities. Try a Project Manager or a spreadsheet as they do charts.

No. No version of Windows has ever come with any significant
application software. As with any other application software,
such programs need to be acquired separately.

Microsoft Windows is not really an "application." It's an Operating
System that you can then install an "applicaton" under that will build
the kind of charts you want.

Project does Gant charts but I don't know about Pert charts.
