Fw: Rt click context menu

HI, I used to be able to rt click on a picture or photo and set it as a
wallpaper, but the option'set picture as background' seems to have gone. I
have tried a suggestion from 'Kelly Kormer' XP fix page to restore it, but
that didn't work, it seemed to refer to the Active Desktop function rather
than the rt click context menu. Any help would be appreciated as I miss that
facility. Thanks
