Hi, what is FrameWork 3.0 and 3.5? Is it available?

Will there be a next VS version to make software to those frameworks?

3.0 is currently the latest released version. It's basically 2.0 plus
some additional libraries.

3.5 is the next version, currently in beta.

Yes, code named "Orcas" and hopefully coming out later this year.
