Function keys not working - screen brightness disabled

Apparently one of the latest Windows updates has caused a problem with my
hardware (Compaq Presario 2500)... When I press "Function F1" my display
brightness should decrease, and when I press "Function F2" my display
brightness should increase. What happens is when I press "Function F1" the
Internet Explorer "Help" screen pop-up appears, and "Function F2" has no
effect......

Any ideas on this one?.....

My system restore is not working either, so I can't go back to another date
to restore.... (yet another Windows bug.....)

Test it in the pre Windows POST and see if it works. The "Fn" key may be
non-functional.
