Full Access file permissions

A senior mgr requested that he be given the rights to administer permissions
on a specific folder for his department. I gave him "Full Access".
He tries to change permissions and gets the message that he "only has
permissions to view security settings". And I verified this to be the case,
using a test account.

why isn't this working "as advertised"?

There is probably a conflicting, more restrictive policy set somewhere that
needs to be found and shut off.
