Are you using ADSL or Cable? A modem connection would
be very slow. You can place the file in a shared folder,
and allow others to connect to your computer and download
it. It would basicly be a network over the internet.
You can do this using Remote Access or Virtual Private
Networking (VPN). Remote Access can be done through
the "Help and Support Center" ("Help and Support" on the
Start menu). This gives control of the computer to the
person the request is sent to.
VPN is a little more complex but less one-sided, since
it is a network and sees the other computer as a network
resource.

Easiest way: burn it onto a CD-R disc and pop it in the mail. This is far
easier than acquiring an FTP server program, learning to install it,
figuring out how to set it up so that you aren't letting everybody in the
world have access to your computer, etc, etc. If you had to share big files
all the time it might be worthwhile to use FTP but it is a considerable cost
in time (and money?) for a one-time transfer.
