ftp not functioning

Whenever i try to upload an ftp site, i get; 425 unable to build data
connection:connection timed out. I dont know whats wrong and how to fix it,
can anybody help?
 
Did this problem occur after installing SP2? You might need to add your FTP
program to the exceptions list. If you are using the command prompt version
of ftp. Make sure ftp.exe is added...I believe you can find it in the
Windows/System32 folder.
