Where can I find instructions to run FTP from command
prompt? The "help" only shows the commands, but does say
anything about how to.

For Windows 2000/XP/2003, open a console window and enter:-

start "" ms-its:%windir%\Help\ntcmds.chm::/ftp__subcommands.htm
 
Where are the other help windows like
ftp_subcommands.htm to be found?
Interesting; what is ms-its ? and related
syntax?
