FTP in W2k Server

Please,
I configure the FTP Server on a Win2000 Server that is functioning ok in the
LAN, but is not ok from remote location from Internet.
If a user try by command "FTP 200.x.x.x" the remote client doesn't connect
with the server
However if a user does "Ping 200.x.x.x" the remote client receive answer
What can I do to connect from remote client ?

Is your ISP blocking port 21?
Are you allowing all IPs in the FTP site properties?
Is the server behind a firewall, and is it forwarding port 21 to your FTP
server?
