FTP between two other servers?

Hello,
is there a method to initiate FTP file transfer between two different
machines? The configuration

Client --- controlconnection ---- SourceServer ----- dataconnection ------
TargetServer

by use of windows FTP command?

The Windows ftp client doesn't support the proxy command. They really need
to update this program.

The Cygwin package's ftp client does but mine faults when I try it. (May
need a newer version.)
