ftp 503 user login failed

Keep getting 503 user login failed when tying to login to ftp service running
on XP Pro. local login permissions are enabled, and firewall configured
properly. Does ftp service no longer work with SP2?
 
Have you configured your firewall to allow FTP access? Anyway, error 503
doesn't seem to be a login error, it seems to be an error in the
command/script file to access the server or the commands typed to the
server.

Same error even when no firewall enabled. Occurs after entering the pw in
ftp client(password is correct). Microsoft KB addresses this issue for
server 2003 by saying to enable local logon, which I have enabled in local
security settings. Still get the error.

What FTP server software are you using, and have you checked its
documentation for this error condition?

I am using the IIS FTP server from Microsoft. The KB article I referred to
was from MS web site. They address the problem, but only for server 2003,
not XP Pro. Used to work before SP2.
