How did you get that background image to tile and float at the same
time on your website? Is it a tracing image? What is it called?

It's called setting it as a "watermarked" image.
When you insert it you select "Watermark."

that tiled watermark background a little bit transparent? Just a

Since it's a background image there's nothing really behind it for the tile to be transparent exactly...you can washout the image you intend to use for the bg/tile/watermark in an image editor, that might give you the effect you are seeking.
