FrontPage table background question

When selecting table properties in FrontPage the "Use Background Picture"
option is greyed out. Why?
 
check browser compatibility and set it to i.e./ custom.
I believe the property for table background was/is unavailable to navigator
etc.

In FP 2003 set the browser schema to IE5

luckily I'm using style sheets for all this. ;-)
