FrontPage Permissions

Going into FP 2003 to set permissions on a specific web I am getting a
message that says "an error occured accessing you windows sharepoint services
site files...."
It also asks for the admin to look at the application log. Those seem to
point to FPSE.
First off I do not have WSS loaded on this box.
I have tried to reconfigure the Server Extension and recaculate the web but
to no avail.
Has anyone else see this???

The error message is generic to WSS or FP SE (same for either)
- what does the application log say
