I would like for the counter to keep track but not keep
track of the number the page gets refreshed. In other
words, if I visit it and hit refresh or return later the
post cound always increases by one. I have already
visited the page.

I would like the counter to increase but not increase the
second time I visit the page. Any ideas how to accomplish
this with FrontPage 2000 or 2003?

It's really not possible with the FrontPage hit counter, which isn't very
accurate anyway.

I have not had any luck with FP counters. Also, they don't do anything excpet count, and not very well. My site had over 400 hits the other day then it showed 240 hits today. I went back to a free counter, that also tracks the source of your visitors. For example, I can see that I had, say 10,000 visitors but only 900 were unique. So, 900 people came back over and over again. Here is their site: http://www.sparklit.com/ They also have great guest books. And its free!!!
