Frontpage folder empty

In Program Files I have a Frontpage folder with empty subfolders.
I have never installed Frontpage nor do I want to.
Why can I not delete the folder or subfolders?

The "microsoft frontpage" directory is protected (by WFP), as well.

It's part of the O/S and can't be deleted.
