Frontpage 2003 - Multiple Spreadsheets, Multiple Users, Same forma

Not sure what direction to take on this FrontPage 2003 project.

I am designing a new website for an internal project where there are about
50 users. From a common home page, each user will need to link to their own
password protected Individual Excel Spreadsheet VIA the FrontPage WEB where
they can make changes to their individual spreadsheet and save the content
back to the web server (not locally to their machines). The format of the
spreadsheet is the same for all users. I am not sure the best way to attack
this project???

In addition, Managers will need to be able to view their subordinate’s
spreadsheets.

IMHO, this sounds like it is better done w/ a Database (rather than Excel worksheets)
But you can try to use Excel as a DB
