FrontPage 2002 hover button fails

FrontPage 2002 web component Hover Buttons, using custom buttons, fail when
viewed by IE6, Firefox, but sometimes OK when viewed by Opera7. IE6 & Firefox
browsers displays white boxes instead of custom button graphics, although
navigation works. Preview of hover works. What's the fix?

Don't use hover buttons at all. They are JAVA based, and the Java engine is
no longer distributed with Windows. Use Interactive Buttons instead (or
even just simple image swaps).
