I have been tasked to create a peb page for my department. I am trying to
use the banner manager and hover buttons (with pictures), but I doon't have
server extenions. Are they required?
 
No. But anyone who views your web must have JAVA installed..many don't.

FrontPage extensions are not needed for these Java Applets, but they
should be avoided. Every PC that is used to view the website will have
to have a Java Virtual Machine (JVM) installed in order to use these
applets - the JVM is not installed in Windows as default, but will have
to be downloaded. The applets will also cause long rendering times for
the pages.

Look for javascript solutions instead - Javascript or CSS rollovers for
the navigation buttons, and a javascript banner ad manager or slideshow
to replace the Java banner ad manager.

If you are using FrontPage 2003 look at interactive buttons to replace
Hover buttons.
