Front Page Picture Gallery

I've created a picture gallery in Front Page, but when I go to save my page
it says - "To save this page and photo gallery, open a FrontPage based
website, and save the page to that site."

What does this mean?
 
This means you have to open, or create, a web site and only then open, or
create, a page to build your gallery on.
