Freezing small section of the worksheet

is it possible to freeze only a small section of the worksheet?
for example:
1111
1111222
1111
1111
1111
1111
1111

I want to freeze the 2's so that when you scroll down it always stays in
view. i can't seem to freeze in any other way than all the way across
horizontally - which means that the 1's on the same line & above will scroll
also. or freeze vertically, but that means it only freezes it for side
scrolling. please help! thanks.
