Freeze 1/2 a document so the other can be formatted differently?

To lock the top 1/2 of the worksheet place the cursor in a
cell under the row you want locked, then in the file menu
select Windows/Freeze Panes or Windows/Split

If you select say A12 and then Windows/Freeze Panes you should be able to
scroll the bottom pane with the top pane frozen and vise versa. Are you
saying the scroll doesn't work?
