Freeware Windows batch ZIP utility with password refresh

What's the best freeware Windows ZIP program with password refresh?

We could all use a batch zip/unzip windows freeware that can also do a
passworded move/freshen.

That is, take all files in a folder that have been changed from what is in
the archive and update in the archive with a password. Then delete those
files from the folder.

In command line mode, just the freshen is enough but the move would be
nice, too.

I tried 7-zip, pkzip, batch unzip, but none did the two tasks.

Do you know a zip/unzip freeware that batch password refreshses?

You can ack for opinions but you still have to try several utilities to
deturmine which is "best" for your needs.

I don't understand the task at hand. PKZIP does have a MOVE switch with
freshen and update options and Winzip and 7-zip also have MOVE features.

I believe the question is:

Are there any good freeware zip programs that can do an update (aka
freshen) and then delete ONLY the files that have been updated.

My old version of PKZIP can do this, but my Winzip cannot. It can
freshen and it can move, but it cannot move JUST the updated files.

The program should ALSO be able to do this in command mode via a batch
file

Also, PKZip is not freeware.

I'm looking for a program that can do this also!

Info-ZIP, with the -e -f -m options?
