Freeware to Improve 'grainy' video (and colour etc)?

I wondered if there was any free software that would perform the function of
grain reduction on video? I have lots of old 8mm and Hi8 tapes that I feel
could be improved by such processing. I know there are lots of (expensive)
packages such as Adobe etc but do free alternatives exist? I am NOT
interested in the usual 'cutting and joining', 'scene fading' type of editor
but actaul improvements to colour, contrast, grain, sharpness etc.

NeatVideo is a good example of what I am looking for but as this is a
freeware NG then I am hoping to get something similar free!

Take a look at Virtualdub. Go to video>filters>add and look at the filter
selection. Experiment with those.
