Is there a free tool that will read the VB files and create a report
showing a list of methods, their arguments, classes, thier
properties/methods, etc?

You can get the free VBCommenter power toy that enables you to place inline
XML comments in VB code.

Once you've commented the code you can generate MSDN style (or indeed just
about any other style) of documentation using NDoc. See SourceForge for
NDoc's download.

I use both of these regularly and they produce a great result.
