Free thumbnail program

Looking for a free thumbnail program that will also make webpages that
can be easily edited.

These are primarily image viewers. I'm looking for a dedicated
thumbnail program which will make webpages.
 
I should have been more specific about my needs.
Most thumbnail webpage generators create an html page for the
thumbnails and html pages for each photo.
What I need is one that will create a webpage for the thumbnails that
will point to a standalone image instead of another html page
containing the image

I guess you know what you're doing, but I have to ask, just in case, why?

I have a standard page with a 1 x 1 centred table, and standard "return"
and "home" links.

If I insert an image it's automatically sized and centred.

If I've missed the point, give me a mo to put on asbestos underpants.

Don't worry I don't play with fire..

I'm currently experiementing with ACDSee v5.0 I'll see what it can do
for me.

Irfanview creates what you want.
File / Thumbnails / File / Save selected thumbs as HTML file.
Edit the created files if not exactly what you want.
