Framework for working with MS Outlook

I know a bit of VB, however i am better versed in Java, Perl Javascript
C++, HTML, etc. so i know quite a bit of programming methodology.

Since most frameworks will be similair will someone please post
skeleton program for interfacing with Outlook? Either a link in th
right diretion, or a bit of code would be appreciated.

More specifically all i want to do is write a custom mail filter tha
evaluates a long list of regualar expressions that can be integrate
into Outlook.
