frames and borders

When I publish page changes which include changes to the
common border content on my website some of borders on
some of the pages do not update. Others do OK
 
You might try "Recalculate Hyperlinks" and then Publish Web (all pages to
overwrite any that need changes, instead of publishing just changed pages)
