FP 2003: Internal hyperlink does not respond.

The site summary shows 0 broken hyperlinks, but this hyperlink does not work.
I have verified that the page exists, the location and spelling of the target
page are correct. I can open the page in IE 5+ and link to other pages
without any problems, but I can not link back to this page.
