I recently installed a Win2K DC and it is also my DNS
server. I need this server to forward DNS requests for
users that need to access the internet but when I tried
to setup forwarding it said that I could not set up
forwarding because it was a Root server. Is there a way
to set this up so that users DNS requests outside the
building are forwarded to our outside DNS server?

This is a small classroom environment and that is why one
machine is serving many purposes.

Easy fix! Just delete your Root zone (it looks like a plain old period ".").
Then close and open the console again, and the forwarders tab will be
available. If not sure how to delete it, see this article, I believe step
3?:
