Forward one email as an attachment, rather than two or more

I would like to be able to foward one email as an attachment to another
person. At present, Outlook seems only to be abel to let me 'Forward Items'
rather than 'Forward Item'. I therefore have to attach two emails to forward
as attachments, and then cut one of the out of the email before I send it.
Outlook will let me forward an email as a body of text in a new email, but it
will not let me send one email just as an attachment.

Tools-> Options-> button E-mail Options-> use the Forward and Reply options
at the bottom.
