Forward as Attachment

In outlook 2003, there is an available message rule that
does an "forward as attachment" but I can find NO way to
enable that feature in the menus or in any other place on
the program.

I am sure this is just silly, and I am looking in the
wrong place, if anyone can point me in the right
direction?

I want to forward email as attachments manually.

Tools, options, Email options to change the default or to do it only on accession, select two messages, hit forward and delete the extra.
