I need the
=IF(AND(H126>=4001,H128>=0%),100%*(H129),IF(AND(H126>=3251,H126<=4000,H128>=5%),50%*(H129),0))


Need only the 5% the except a positive or negative 5%
 
What do you need. Can you explain it more clearly
