formula with two different variables

Based on a month and a condition both in separate columns I am trying to get
a sum. Any ideas
 
From what I see that is exactly what I have been looking for. Man did I waste
hours of trying to put formulas together. I wish I would have found this site
sooner. Thanks ever so much
