"Formula is too long" error, but it is less than 1,024 characters

I'm trying to create a concatenate formula to produce an insert query for
Oracle. When I finish typing the formula and press Enter or click in the
worksheet, I get the error "Formula is too long." Just to eliminate outside
factors, I tried this simple formula in a blank worksheet:

=CONCATENATE("111111111111",A2,"111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111")

This formula is 505 characters in length, but I still get the error message.

Any thoughts?

That third argument is too long, should be 255 chars max, if you split it
into 3 args your function will work fine
