formula for excel sheet

I need to create a formula that will:
take the sum of numbers in one column, divide it by a
number in another cell, then have it multiply that total
by 100 and then subtract 100, resulting in a percentage
score of two digits before and after the decimal point.
HELP, please.

=(A1/B1*100)-100

and format the result cell as 00.00%
