Formswap.exe

I've been experimenting with this rather useful program to change
default forms and noticed there was one very handy option that doesn't
have any effect.

The compose and read forms work perfectly, but the Send form option
doesn't build anything in the registry and as expected the form sent
is always the form composed.

A send form option would be ideal for forms where senders can invoke
scripts that they don't want recipients to touch. I know the code can
be suppressed by comparing user against organiser.

My question is, would this work if means the required registry key
could be created by some other means, or is it that Outlook 2000 can't
be made to do this irrespective of the registry?
