Forms Send to greyed out

I added a form to a web page. When I go to form properties I don't have
access to the "Send to" choice is greyed out. Why?
 
Check your page / authoring options, do you have the FP extensions enabled?

Is the page part of a web site? Did you open the web site prior to editing
the page?
