I have a form that may have been created before 2003. I did the covert and
added the developer ribbon. However the tools to edit or recreate a drop
down aren't available to me? Any suggestions?

I think you're just overlooking what's there.

In the Controls group on the Developer ribbon, look at the fourth icon in the
second row. It should be a picture of a folder and a pair of tools, and the
mouseover tooltip says Legacy Tools. When you click that button, the dropdown
has two groups of buttons: "Legacy Forms" and "ActiveX Controls". The Legacy
Forms buttons are the ones you use to add more form fields.

If you see the controls but they're disabled, that's probably because the
document is already protected for forms. Click the Protect Document button
farther to the right on the Developer ribbon and turn off protection if it's on.

To edit an existing form field, you could click the Properties button in the
Controls group, or you can just double-click the field itself (while protection
is turned off).

Thank you - that was it.
